Salam Support Services, as an NGO, has a comprehensive work plan in place to protect seniors’ rights, including protection against abuse, access to healthcare, financial support, social participation, physical health, accommodation, and transportation. It mandates the formation of a Senior Citizens Council to support youth and participate in physical health,

The literature review reveals that seniors are entitled to free or prioritized treatment in government hospitals, discounts (e.g., 25% off in private facilities), free entry to public spaces such as parks and libraries, and exemptions from certain taxes or fares under national schemes, including the Azadi Card. The Act aligns with Pakistan’s ratification of the Madrid International Plan of Action on Aging, emphasizing the importance of inclusive societies.

Furthermore, the Senior Citizen Card , in collaboration with NADRA, was rebranded from the Azadi Card to enhance dignity and access. This card offers enhanced healthcare benefits (e.g., free medical treatment), travel concessions, utility discounts (up to 5% on electricity and water), and access to civic services for eligible residents aged 60 and above. Registration is ongoing via NADRA centers or the Social Welfare Department portal, with the card valid for five years.
